DESCRIPTION
Under general direction, the Chief, Code Enforcement Division manages and coordinates programs and activities involved in the enforcement of State and local codes pertaining to nuisance abatement; blight control; housing, zoning, and vehicle violations; manages redevelopment law, community development block grant applications, grant writing, affordable housing development, fair housing programs and contracts; and develops and implements special projects related to community engagement and improvement.
Knowledge of
- Principles and practices of management and organizational theory, including planning, organizational design, business finance, business development, project management, and organizational effectiveness
- Principles and practices of supervision, discipline, leadership, mentoring, and training
- Applicable federal, state, and local laws, codes, and regulations
- Operational characteristics, services, and activities of assigned programs and functions
- Office procedures, methods, and equipment including computers and applicable software applications such as word processing, spreadsheets, databases, and other specialized applications related to area of assignment
- English usage, spelling, grammar, and punctuation
- Redevelopment law including Wind-down and Successor Agency Administration
- Zoning, housing, vehicle abatement and nuisance abatement codes
- Criminal and civil laws, legal processes and court procedures for code enforcement
- Conflict resolution techniques
- Principles and practices of public sector/government budget development and administration
- Principles and practices of grant writing
- Current trends in statistical analysis
- Uniform building, environmental health, plumbing, and electrical codes; and residential and commercial construction techniques
- Applicable federal, state, and local laws, codes and regulations related to criminal procedures, civil laws, legal processes and court procedures
Ability to

- Analyze and evaluate facts and evidence, draw and present logical conclusions, and make recommendations
- Apply conflict resolution techniques to diffuse potential hostile situations
- View impact of code enforcement decisions and their inter-relationship to County processes and code enforcement trends and take appropriate steps to mitigate such impacts
- Demonstrate sensitivity and astuteness in political situations
- Develop alternatives/resolutions to complex code enforcement issues
- Anticipate and address public image, liability or other issues that may impact the division
- Seek out and analyze information, issues and challenges in order to assure maximum community investment
Minimum Qualifications
Either: 1a. A Bachelor’s Degree, or higher, from an accredited college or university in Public Administration, Business Administration, Criminal Justice, Sociology, Political Science, Planning, or a closely related field;
AND
1b. Four years of full-time paid experience performing redevelopment, community development, planning and/or code enforcement activities; two years of which must have been in a supervisory capacity or higher.
Or: 2. Eight years of full-time paid experience performing redevelopment, community development, planning and/or code enforcement activities; two years of which must have been in a supervisory capacity or higher.
Note Applicable to Pattern 2: Completion of coursework from an accredited college or university in Public Administration, Business Administration, Criminal Justice, Sociology, Political Science, Planning or other closely related field may be substituted for up to four years of the required non-supervisory/management experience on the basis of 3.0 semester units (4.0 quarter units) = 1 month of work experience.
There is an additional 3.35% Management Differential which is added to the posted salary for this class.
Salary $188,442.00 – $207,756.00 Annually
