About the Speakers
Vin Cay, PE
Vin Cay has nearly three decades of public/private sector experience, including 25 years working in state, county and municipal government. As Director of Engineering for the growing City of Lincoln, he oversees Capital Projects, Construction Management and Land Development.
He is a Registered CA Professional Engineer and UC Davis graduate. Vin also served as the 2021 APWA Sacramento Chapter President.
Araceli Cazarez, PE
Araceli Cazarez is the Engineering Manager for the full-service City of Lincoln, California. She currently oversees the Capital Projects Division and is responsible for all aspects of Capital Improvement Program (CIP) implementation. Araceli started her career working in private engineering consulting for more than ten years before changing to the public sector in 2015.
She is a CA Registered Professional Engineer and graduated with a bachelor’s degree in civil engineering from UC Davis. Araceli was born and raised in the town of Weed in Siskiyou County.
