David Tolliver has diverse work experience spanning several roles and industries. David most recently served as the Deputy Director of Operations at the County of San Joaquin since August 2021. Before that, he worked as the Assistant Director of General Services at San Joaquin County from June 2019 to August 2021. From 2014 to 2019, David was employed by the City of Stockton, CA, where he held positions such as Program Manager III and Program Manager II. In these roles, he was responsible for providing city residents with services in policy development, program planning, and implementation. David also worked in the Community Development Department, overseeing staff, preparing reports, negotiating contracts, and representing the city in meetings with public agencies.
San Joaquin County has taken a step forward in protecting public safety during power outages by adopting a new hydrogen fuel cell backup power system. The system keeps traffic signals in normal operation up to 5 times longer than other battery backup systems. A hydrogen fuel cell backup power system preserves public safety by keeping traffic moving during extended power outages. It reduces the need for county field staff to install and operate noisy gas or diesel generators and temporary stop signs. This system will also allow San Joaquin County Sheriffs to focus on more critical safety needs, not directing traffic. The new system also utilizes a clean energy source that produces zero emissions.

Refunds will only be approved upon receipt of cancellation in writing (email) at least 48-hours prior to the event. All refunds will be issued by check. For registrants who select “pay at the door” for payment and cancel less than 48 hours prior to the event, the chapter will invoice for the balance due.
