
Please join APWA Sacramento Chapter for an informative presentation by David Pape, Principal Analyst for Grants and Funding at the Sacramento Area Council of Governments (SACOG), on the upcoming 2026 SACOG Federal Funding Cycle. This cycle represents the next major regional investment period supporting implementation of the 2025 Blueprint, the region’s long‑range transportation and land use plan. For the first time, the 2026 cycle includes all six SACOG counties—El Dorado, Placer, Sacramento, Sutter, Yolo, and Yuba—and uses a county-level performance‑based framework to guide how federal transportation funds can best support regional needs. The funding cycle supports projects that improve mobility, reduce emissions, enhance safety, and maintain the region’s transportation system.
What’s New in the 2026 Cycle – Performance‑Based Funding Targets
The 2026 cycle introduces county‑level funding targets that balance regional priorities with local needs. The targets are intended to guide sponsor grant application decisions and funding requests. Mr. Pape will address the 2026 Federal Funding Cycle, which has changed to three competitive programs aligned with federal funding sources (STBG and CMAQ), each addressing distinct regional priorities:
- System Performance Program (STBG) – Funds projects that improve daily transportation operations, including roadway safety, transit upgrades, active transportation, EV charging, and intelligent transportation systems. Timeline: March 2026
- System Preservation Program (STBG) – Focuses on pavement maintenance and resurfacing of key arterials and collectors that support transit, freight, equity-priority communities, and emergency access. Timeline: Summer 2026
- Next Generation Solutions & Clean Air Program (CMAQ) – Supports projects that reduce emissions and expand clean mobility, such as high-capacity transit, zero-emission vehicles, active transportation, smart signals, and shared mobility programs. Timeline: Summer 2026
